The European Union Attempts to influence employee practices in member and associate member states. It does this through a host of measures of varying legal effect: Directives, recommendations, bench Marking and monitoring procedures. However, the EU has recently indicated it now aims to influence employee practices largely through ‘soft’ or non-binding measures.

Employee Relations in the Periphery of Europe examines this important aspect of Eu integration. It focuses on the manner in which the community affects employee relations in economically peripheral countries. It asks whether the newly adopted ‘soft’ system of governance has the capacity to offer peripheral countries the opportunity to modernize employee relations systems.
